    (AP) ? Riders at the Tour de France know to expect the unexpected. But nothing could have prepared them for the mayhem that turned Saturday's first stage of the 100th Tour into a demolition derby on two wheels.

    Seemingly for the first time at the 110-year-old race, one of the big buses that carry the teams around France when they're not on their bikes got stuck at the finish line, literally wedged under scaffolding, unable to move. The timing couldn't have been worse: The blockage happened as the speeding peloton was racing for home, less than 12 miles out.

    Fearing the worst ? a possible collision between 198 riders and the bus ? race organizers took the split-second decision to shorten the race. Word went out to riders over their radios and they adapted tactics accordingly, cranking up their speed another notch to be first to the new line, now 1.8 miles closer than originally planned.

    Then, somewhat miraculously, the bus for the Orica Greenedge team wriggled free. So organizers reverted to Plan A. Again over the radios, word went out to by-now confused riders and teams that the race would finish as first intended ? on a long straightaway alongside the shimmering turquoise Mediterranean, where an expectant crowd waited to cheer the first stage winner of the 100th Tour.

    Then, bam! Two riders collided and one of them went down, setting off a chain of spills that scythed through the pack like a bowling ball.

    And this was just Day One. The bad news for riders: They've still got another 20 stages and1,982 more miles to survive to the finish in Paris.

    Keeping his head and riding his luck amid the chaos, Marcel Kittel sprinted for the win, claiming the first yellow jersey.

    "It feels like I have gold on my shoulders," said the German rider for the Argos-Shimano team.

    The 22 teams know from experience that the first days of any Tour are always tough. Everyone is nervous, full of energy and jostling for position. Adding to the stress this year is the race start in Corsica. The island's winding and often narrow roads that snake along idyllic coastlines and over jagged mountains are superbly telegenic but a worry for race favorites ? the likes of Team Sky's Chris Froome and two-time former champion Alberto Contador ? because a fall or big loss of time here could ruin their Tour before it really begins.

    Froome survived Day One more or less unscathed. Contador didn't. The Spaniard, back at the Tour after a doping ban which also cost him his 2010 victory, crossed the line grimacing in pain, his left shoulder cut and bruised. He was tangled in the crash that threw about 20 riders to the tarmac. Contador said he'll be sore for a few days, "but I still have enough time to recover."

    Even for the Tour, which has seen more than its fair share of dramas in 99 previous editions, Saturday's calamitous chain of events was exceptional.

    "We've never had to change the finish line before," said Jean-Francois Pescheux, the event director who helps pick the route each year. "There's never been a bus stuck before."

    The blockage at the line presented organizers with two solutions: cancel the stage entirely or shorten it, he said. They took the second option.

    "We announced that in French, English, and Spanish on the Tour radio so that everybody was up-to-date," he said. Then, "in the following three minutes, we were told that the finish line was cleared. At that point, we announced that the finish was back to the real, original finish line."

    Because of what Pescheux called "the little bout of panic and crashes" caused by this confusion, organizers subsequently decided to give everyone the same time as Kittel ? 4 hours, 56 minutes, 52 seconds over the 132-mile trek from the port town of Porto Vecchio to Bastia in the north of the island.

    That means no one was penalized by Saturday's events.

    "It's clear there was a moment of panic, and that's why we put everybody on equal footing," said Pescheux.

    "The lesson learned is that buses, that heavy vehicles, they should avoid going through the finish line," he added.

    "Everybody helped out, we deflated the tires of the bus so we could move it away as the peloton was fast approaching," said Jean-Louis Pages, who manages the finish-line area.

    Organizers fined the Orica Greenedge team the equivalent of $2,100. The team's sporting director, Matt White, called the incident "really unfortunate."

    "We took for granted that there was enough clearance. We've had this bus since we started the team, and it's the same bus we took to the Tour last year," he said. "Our bus driver was told to move forward and became lodged under the finish gantry."

    Managers at other teams couldn't agree who to blame or be angry with most.

    Marc Madiot of French team FDJ.FR was forgiving of the bus driver but furious with race organizers for changing their mind about where to finish the stage.

    But the sporting director for Contador's Saxo-Tinkoff team, Philippe Mauduit, sided with the organizers.

    "It's not the Tour's fault if there's a guy who doesn't know the height of his bus," he said.

    "What caused the problems was changing the finish," said Mark Cavendish, the British sprinter who was counting on his great speed to win the stage but who instead was slowed by the crash. "It's just carnage."

    His Omega Pharma-Quick Step teammate Tony Martin suffered concussion in the crash. Peter Sagan of Cannondale, another rider who was expecting to challenge for the win, finished with sticking plasters covering cuts on both legs and his left elbow. Other riders also suffered cuts and bruises. Froome's teammate Geraint Thomas flipped over his handlebars and "really whacked the back of his pelvis," said Dave Brailsford, the Team Sky manager.

    "The goal for us is to get off this island in one piece, having lost no time," he said. "It's a much tougher ask than it may seem."

    "You don't know what's going to happen. But you know something is going to happen," he added.

    Perhaps as soon again as Sunday. The tricky second stage features four climbs along the 97-mile ride from Bastia to Ajaccio, crossing the island's mountainous spine.

    Before Saturday's stage, French Sports Minister Valerie Fourneyron met with a delegation of riders unhappy that pre-race media coverage of the race dwelt heavily on doping in cycling.

    That was partly the fault of Lance Armstrong. The disgraced former champion now stripped of his seven Tour wins caused a stir by telling Le Monde that he couldn't have won the race without doping.

    Court lifts Calif. gay marriage ban

    SAN FRANCISCO (Reuters) - Same-sex marriages were set to resume in California on Friday, after the 9th Circuit Court of Appeals issued a surprise order lifting an injunction preventing the unions.

    The order came in response to an opinion released Wednesday by the U.S. Supreme Court that effectively killed a voter-approved ban on same-sex marriages in the state.

    Within moments of the ruling, couples, officials and activists began to converge on San Francisco City Hall, where unions were due to resume immediately.

    "On my way to S.F. City Hall," tweeted the state's attorney general, Kamala Harris. "Let the wedding bells ring!"

    Harris arrived with her arm around a key lawyer in the case, as the couple at the heart of a case challenging the state's ban waited eagerly for their marriage license to be issued.

    "This is really a great day," said Cindy Stier, who with her fiancee Kristin Perry filed the lawsuit against Proposition 8, the ballot initiative that outlawed same-sex marriage in California in 2008.

    The 9th Circuit had been expected to wait 25 days before lifting the injunction so the Supreme Court would have time to release a formal order. But the judges decided to act instead on Friday, a move that would allow the marriages to begin in advance of Gay Pride weekend.

    "The stay in the above matter is dissolved effective immediately," the 9th Circuit Court of Appeals said in its ruling.

    Scorching heat bakes Western states

    DEATH VALLEY, Calif. (AP) ? Scorching heat blistered the Southwest on Saturday, where highs between 115 and 120 degrees were expected for parts of Arizona, Nevada and California through the weekend.

    Forecasters said temperatures in sunbaked Las Vegas could match the record of 117 degrees Saturday. Phoenix hit 119 degrees by mid-afternoon, breaking the record for June 29 that was set in 1994. And large swaths of California sweltered under extreme heat warnings, which are expected to last into Tuesday night ? and maybe even longer.

    Dan Kail was vacationing in Las Vegas when he heard that the temperature at California's Death Valley could approach 130 degrees this weekend. He didn't hesitate to make a trip to the desert location that is typically the hottest place on the planet.

    "Coming to Death Valley in the summertime has always been on the top of my bucket list," the 67-year-old Pittsburgh man said. "When I found out it might set a record I rented a car and drove straight over. If it goes above 130 I will have something to brag about."

    The forecast called for Death Valley to reach 128 degrees Saturday as part of a heat wave that has caused large parts of the western U.S. to suffer. Death Valley's record high of 134 degrees, set a century ago, stands as the highest temperature ever recorded on Earth.

    A couple hours south in Baker, the temperature was expected to peak at 120 degrees in the road tripper's oasis in the Mojave Desert on Interstate 15. The strip of gas stations and restaurants between Los Angeles and Las Vegas is known by travelers for the giant thermometer that often notes temperatures in the triple digits.

    At the Mad Greek restaurant there, a waitress called out orders for "Chocolate shake! Strawberry shake!" while the temperature hovered at 112 degrees during the lunch rush.

    Downtown Los Angeles was expected to hit 91 degrees, 7 degrees shy of its record.

    To make matters worse in California, National Weather Service meteorologists John Dumas said cooling ocean breezes haven't been traveling far enough inland overnight to fan Southern California's overheated valleys and deserts.

    Burbank set a record overnight low with temperatures dipping to 74 degrees overnight, much warmer than the previous record of 68 degrees for Saturday's early hours.

    In Northern California, temperatures Saturday were expected to reach the 80s in San Francisco, upper 90s in San Jose and into the triple digits inland, about 20 degrees above typical highs in the Bay area.

    Farther north, triple-digit temps were expected in Sacramento on Saturday and Sunday.

    Health officials warned people to be extremely careful when venturing outdoors. The risks include not only dehydration and heat stroke but burns from the concrete and asphalt. Dogs can suffer burns and blisters on their paws by walking on hot pavement.

    Cooling stations were set up to shelter the homeless and elderly people who can't afford to run their air conditioners. In Phoenix, Joe Arpaio, the famously hard-nosed sheriff who runs a tent jail, planned to distribute ice cream and cold towels to inmates this weekend.

    Officials said personnel were added to the Border Patrol's search-and-rescue unit because of the danger to people trying to slip across the Mexican border. At least seven people have been found dead in the last week in Arizona after falling victim to the brutal desert heat.

    Temperatures are also expected to soar across Utah and into Wyoming and Idaho, with triple-digit heat forecast for the Boise area. Cities in Washington state that are better known for cool, rainy weather should break the 90s next week.

    The heat was so punishing that rangers took up positions at trailheads at Lake Mead in Nevada to persuade people not to hike. Zookeepers in Phoenix hosed down the elephants and fed tigers frozen fish snacks. Dogs were at risk of burning their paws on scorched pavement, and airlines kept close watch on the heat for fear that it could cause flights to be delayed.

    Mexico City trash-for-food market helps clean city

    AFP - On a recent rainy Sunday morning in a Mexico City neighborhood, people lined up under their umbrellas with bags of empty milk cartons, plastic bottles and cardboard at their feet.

    The rain did nothing to dampen their enthusiasm for the Mercado de Trueque, or barter market, where recyclable materials are exchanged for points then used to buy organic food and products.

    "It's great because a lot of the time one doesn't know what to do with all of this stuff and I think it's really irresponsible to just throw it away," said Maria Fernanda Vasquez, a photographer huddled under an umbrella with her friend Mina Moreno.

    Moreno added: "We need to give a little something back to Mother Earth."

    The Mercado de Trueque is among a slew of green initiatives that have been launched by the capital's left-wing government in recent years to clean up this smoggy metropolis of 20 million people, which was considered the world's most polluted city some 20 years ago.

    The monthly market, which was inaugurated last year, aims to raise awareness about the value and use of items that would otherwise end up in landfills, and is growing in popularity in a city that generates more than 12,000 tonnes of trash per day.

    The recyclables brought to market by people are weighed by an army of apron-wearing helpers, and then heaped onto waiting trucks to be transported to a local recycling company.

    Market-goers are rewarded with green points, a bespoke currency, depending on the quantity of materials they bring in. They then take their points next door to a produce market to spend on food and other products on sale.

    The scheme means no one goes away empty-handed after bringing their trash in for recycling. It was the first time Andrea Gutierrez and her boyfriend Alan Riestro came to the market loaded with newspapers and plastic bottles.

    "We bought radishes and cottage cheese, and still have 40 or 50 pesos ($3 or $4) left to spend," said Gutierrez at a recreational center within the site of the 1968 Olympic village.

    Local producers also benefit. They sell all of their produce to the government, and then bring them here for exchange.

    Pedro Jimenez, a local producer who was manning his stall of cauliflowers, said: "It's good for us because the government pays above the normal market price (for our products)."

    Last year the project collected more than 170,000 tonnes of recyclable materials.

    The city government overhauled waste management in 2011, requiring people to separate organic and non-organic trash and closing an enormous landfill that received 6,000 tonnes of trash per day.

    The barter market is another effort at sorting trash. It accepts a wide range of materials for recycling, from the obvious cardboard and glass to electric appliances such as old typewriters and computers that no longer work.

    At least 2,000 people come to the event every month, which rotates around different locations throughout the city. Enthusiasm for the concept is such that queues here are often long and slow.

    There have been complaints that people are forced to wait hours in line to do their good deeds.

    "A lot of people come. The aim of the market is to help people to understand their trash has a value and to separate the materials," said Liliana Balcazar, a government worker who helps organize the market.

    "It's not to solve the recycling problems of the city - that's very complex and the demand for the market grows each month," she said.

    June 29, 2013 ? Immune systems of endangered Galapagos sea lions are in overdrive because of harmful activity by people, reveal scientists from the Zoological Society of London (ZSL).

    The study shows that Galapagos sea lions (Zalophus wollebaeki) are more prone to starvation because of exposure to human influences like pets and pollution. These can impair the level of their immunity, making them less able to hunt and more likely to go hungry when food is scarce.

    This research is published June 28 in the journal PLOS ONE.

    Conservationists spent more than eighteen months on the Islands of San Cristobal, which is inhabited by humans, and Santa Fe, where there are no humans, dogs, cats, mice or rats. They tagged 60 Galapagos sea lions from each island and monitored their behaviour and physiology.

    ZSL's Institute of Zoology Director, Professor Tim Blackburn says: "We are increasingly aware of the threats of infectious diseases to wildlife around the world, from amphibians in the tropics to the birds in British gardens. It is worrying that we are now potentially seeing such threats to sea lions in the supposedly pristine wilderness of the Galapagos Islands."

    ZSL's Dr. Paddy Brock, author on the paper, says: "A tell-tale sign of an unhealthy sea lion is a thinner than normal layer of blubber, which is what we saw in the sea lions on San Cristobal. This was all the more notable as we didn't notice these patterns in sea lions on Santa Fe, where they live without the presence of people or pets.

    ""The immune systems of San Cristobel sea lions were more active, perhaps indicating a threat of infectious disease, which could mean human activity is increasing the chance of potentially dangerous diseases emerging in the Galapagos sea lion," Dr Brock added.

    Despite laws designed to protect the unique wildlife found on the Galapagos, pets are regularly imported to the islands, which increases the risk of new diseases arriving and spreading to local species. In addition, dumping of sewage into the bay on San Cristobal where the sea lions live may be increasing their exposure to germs and bacteria associated with humans.

    ZSL, together with collaborators, will continue to address the threats faced by the Galapagos sea lion by carrying out further research into the methods driving the described patterns, such as the role that genetics plays in shaping them.

    Reports: Retired general target of leaks probe

    WASHINGTON (AP) ? A former vice chairman of the Joint Chiefs of Staff is under investigation for allegedly leaking classified information about a covert cyberattack on Iran's nuclear facilities, according to media reports.

    Retired Marine Gen. James "Hoss" Cartwright has been told he is a target of the probe, NBC News and The Washington Post reported Thursday. A "target" is someone a prosecutor or grand jury has substantial evidence linking to a crime and who is likely to be charged.

    "Gen. Jim Cartwright is an American hero who served his country with distinction for four decades," his lawyer, Gregory Craig, said Friday. "Any suggestion that he could have betrayed the country he loves is preposterous."

    The Justice Department referred questions to the U.S. attorney's office in Baltimore, where a spokeswoman, Marcia Murphy, declined to comment.

    The investigation of the leak about the Iran cyberattack is one of a number of national security leak investigations that have been started by the Obama administration, including ones involving The Associated Press and Fox News.

    In June 2012, the New York Times reported that Cartwright was a crucial player in the cyber operation called Olympic Games, started under President George W. Bush.

    Bush reportedly advised President Barack Obama to preserve Olympic Games.

    According to the Times, Obama ordered the cyberattacks sped up, and in 2010 an attack using a computer virus called Stuxnet temporarily disabled 1,000 centrifuges that the Iranians were using to enrich uranium.

    Congressional leaders demanded a criminal probe into who leaked the information, and Obama said he had zero tolerance for such leaks. Republicans said senior administration officials had leaked the details to bolster the president's national security credentials during the 2012 campaign.

    The Times said Cartwright was one of the crucial players who had to break the news to Obama and Vice President Joe Biden that Stuxnet at one point had escaped onto the Internet.

    An element of the program accidentally became public in the summer of 2010 because of a programming error that allowed it to escape Iran's Natanz plant and sent it out on the Internet, the Times reported. After the worm escaped onto the Internet, top administration officials met to consider whether the program had been fatally compromised.

    Obama asked if the program should continue, and after hearing the advice of top advisers, decided to proceed.

    Cartwright, a four-star general, was cleared in February 2011 of misconduct involving a young aide. An anonymous accuser had claimed Cartwright acted inappropriately during a 2009 overseas trip on which the aide traveled as a military assistant. Several sources confirmed that the former aide was a young woman.

    The Pentagon inspector general quickly cleared Cartwright of the most serious allegations, which involved claims that he may have had an improper physical relationship with the woman. The report did find that Cartwright mishandled an incident in which the aide, drunk and visibly upset, visited his Tbilisi, Georgia, hotel room alone and either passed out or fell asleep on a bench at the foot of his bed. Cartwright denied any impropriety and was later cleared of all wrongdoing.

    Cartwright, once considered the leading candidate to become Joint Chiefs of Staff chairman, resigned from the military in August 2011.

    NBC said Cartwright did not respond to request for comment and that his attorney, former Obama White House counsel Greg Craig, said he had no comment.

    Google is developing a game console and smartwatch, both powered by Android, and is preparing to release a second version of the Nexus Q media streamer. These devices are all intended to increase Google?s reach beyond smartphones, and to fend off similar plays that are expected from Apple.

    This news comes from the Wall Street Journal, which cites the usual ?sources familiar with the matter.? Generally, leaks reported by the WSJ are true, and the source is often the company itself, hoping to secure some time in the limelight, or to change the direction/focus of the news cycle. In this case, the leak is probably a response to Sony?s recently released SmartWatch 2, Apple?s impending iPhone/iPad release, and the launch of the Android-based Ouya game console.

    According to the WSJ, Google hopes to design and market all three devices itself, and release at least one of them this fall. While you would assume that Google?s new Motorola subsidiary, with its experience of making set-top boxes, would be the ideal manufacturer of an Android-based game console, the WSJ?s sources say that Motorola won?t be involved at all. This will be purely the work of the Google X R&D lab (which brought us Google Glass), and Google?s Android department. Google also created a ?Google Games? division way back in 2011, too, which might be involved in the rumored Android-powered console.

    Sony SmartWatch 2: Is Google preparing to release something similar?

    In terms of actual details, not much is known about the three new devices. The smartwatch will connect to your smartphone via Bluetooth. The new Nexus Q will be cheaper and more functional. When it comes to the video game console, WSJ?s sources seems to know nothing, other than it?s in development. All three devices will run Android ? probably the next version, Android 5.0 Key Lime Pie, which is expected to be released this fall, probably around the same time as Apple?s new iPhone, iPad, and iOS 7. Not a whole lot is known about Key Lime Pie, except that it?s apparently optimized for the low-powered devices that are currently taking non-Western nations by storm.

    The Google game console and smartwatch are obviously intended to parry any movements made by Apple into the same markets. Apple is rumored to be developing a smartwatch, and a game console or ?iTV? are obvious extensions of the iOS line of devices. Apple was the first to market with a killer smartphone and tablet, and reaped massive rewards as a result. Google is probably hoping that, by releasing a console and smartwatch first, it get in at the ground floor, rather than playing the industry?s standard game of Apple Catch-up.

    Whether an Android-powered game console is actually a good idea or not, the jury?s still out. Despite selling out, the Ouya has received generally negative reviews, partly due to the poor controller, but also due to the fact that most Android games were designed for small displays and touchscreens, not large TVs and gamepads. An iOS console would suffer from the same issue, too. A company with the heft of Google or Apple might be able to throw enough money and resources at developers to fix this issue, but it won?t be quick or easy.

    Fresh Sony Xperia i1 'Honami' leak shows more hardware details

    A couple of days back we got our first look at what could be Sony's upcoming 20-megapixel "cameraphone," the Xperia i1, or "Honami." In addition to a beastly rear camera, alleged specs for the future Sony flagship include a Snapdragon 800 CPU and a 5-plus-inch display.

    Today we're seeing fresh images of the device cropping up on Just Another Mobile Blog. The site shows a device matching the earlier "Honami" leaks, while revealing new hardware details, such as a microSD slot, an Xperia Z Ultra-like magnetic charging port and a dedicated camera key (natch). The report also claims the final version device will ship with a Xenon flash rather than the LED flash pictured.

    Aside from the specs, Sony's clearly still utilizing its "Omnibalance" design language in its latest product, and the device pictured would look right at home alongside the manufacturer's current line-up. We've heard through our own sources that a Q3 launch is likely for the product, so hopefully we won't have to wait too long to find out more.

    Sticker-shock derails opportunistic US loan deals, for now

    (Reuters) - Market turbulence has prompted U.S. companies to shelve more than $14 billion in loans meant to slice borrowing costs or fund shareholder dividends, confining most issuance to borrowers with imminent financing needs.

    At least 15 of these opportunistic deals have been pulled since late-May, with more withdrawals likely, while issuers that have opted to forge ahead with their deals have been forced to sweeten terms to lure investors.

    Many companies are looking for some pricing stability, even at higher rates, before again pursuing opportunistic refinancing and dividend funding issues.

    "If we stabilize here, a few months from now that might be normal and issuers might not be as apprehensive to jump into the market at these wider levels if it still makes economic sense," said Peter Toal, managing director and head of global leveraged financing syndicate at Barclays.

    "The market doesn't have to go all the way back to where it was, and a lot of them can come back," he said.

    The Fed's looming tapering propelled 10-year Treasury yields up to nearly 2.70 percent from around 2 percent in a six-week period. The rate has since slipped back to about 2.50 percent.

    Asurion, which provides customer services for the mobile phone industry, was one of the few borrowers to retest the choppy waters after pulling a refinancing effort early in June.

    The company sliced that proposed $850 million refinancing a few weeks later, returning with a smaller $450 million issue and a much bigger discount of 96.5 versus 99-99.5 guidance.

    Privately-held Asurion, through a spokesman, declined to comment.

    NERVOUS WAIT

    Most issuers, though, are hovering on the sidelines looking for a new entry point after the markets' kneejerk Fed response.

    The biggest loan casualty of the market volatility so far is the $2.3 billion refinancing for automotive supplier Federal-Mogul Corp, which pulled its deal citing market conditions. The Icahn Enterprises unit will "evaluate market conditions and other relevant factors" for refinancing of all or some debt, it said in a press statement.

    Coal miner Walter Energy, which shelved a refinancing that sources put at $1.55 billion, said in a filing that it "has no material debt principal payments due until 2015 and requires no incremental funding at this time." The company sold $450 million of senior notes in March and would not have added capital with this funding.

    The most recent borrowers scrapping transactions include consumer audio company Beats Electronics, aircraft part manufacturer PRV Aerospace and LANDesk Software, as well as Canadian firms Air Canada and oil and gas company Blackpearl Resources.

    STICKER SHOCK

    John Cokinos, head of leveraged finance capital markets and syndicate at Bank of America Merrill Lynch, said the violent market swing has caused "sticker shock" for issuers, but some will return with stability.

    "We may not see the volumes of refinancings we've seen over the past three years, but as the economy starts to grow and we see more confidence in companies pursuing M&A activity, we would hope to see a pickup that will take up some of the refinancing activity," he added.

    Refinancing and repricing deals shrank to about 25 percent of the institutional loan pipeline at the end of June from a peak of nearly 90 percent in late January, according to Thomson Reuters LPC.

    Some investors welcome this retreat after a tidal wave of opportunistic deals and a prolonged supply-demand imbalance chopped yields.

    Average institutional leveraged loan yields fell as low as 4.78 percent in February before volatility swept them up to 5.59 percent in June. That's still sharply lower than 7.39 percent a year ago in June.

    "For the long term investor, the pullback has been a positive development," said John Fraser, managing partner at 3i Debt Management US "It's taken some of the hot money and therefore some of the froth out of the market, restoring some rationale to price thinking and to secondary market trading."

    Some participants think this is more than a pause.

    Rich Farley, leveraged finance partner at law firm Paul Hastings, sees rates rising more as the Fed stops its "morphine drip," closing the opportunistic issuance window further.

    "Will there be another interest rate dip? I think it's done. We have had the most robust market in the history of leveraged finance in the past year," he said.

    Still, investor demand remains heated, with money pouring into retail mutual loan funds and collateralized loan obligations while exiting many other asset classes. Loans, pegged to Libor, offer floating-rate exposure as rates climb.

    Barclays has revised up its 2013 leveraged loan issuance update, excluding refinancings, by $100 billion to $350 billion.

    Volume could reach $400 billion, topping the prior institutional loan record of $387 billion in 2007 and $244 billion in 2012, said Toal.

    Yields remain historically low, pointing to stepped-up issuance as market turmoil eases, according to Deutsche Bank.

    "Even during the sell-off in the second half of 2011, we saw around US$45bn of new issues come to market, of which 45 percent were refinancing," said Kevin Sherlock, head of loan and high yield capital markets at Deutsche. "If market volatility subsides and new issues continue to trade up on the break, I am encouraged that we will see a return to normalized issuance levels."

    ?The House can, and must, do better. But we should be precise about what the problem is. Oklahomans and people across this country aren?t mad at illegal immigrants. They?re mad at Washington. And they are right to be angry. Politicians who pass laws they have no intention of enforcing do more to undermine the rule of law than a Guatemalan father of four who crosses the border twice a year to help feed his extended family. We can?t welcome everyone, but we should be delighted people want to come to this country, and we should do everything in our power to treat aspiring Americans fairly and with dignity.

    Texas Governor Perry vows to pass 20-week abortion ban

    DALLAS (Reuters) - Texas Governor Rick Perry made a highly personal criticism on Thursday of the state senator who thwarted a Republican proposal to restrict abortion, saying she had not learned from her own experience as a teenage mother born to a single mother.

    In a speech to the largest anti-abortion group in the United States, Perry also accused abortion rights supporters and Democrat Wendy Davis, who talked for more than 10 hours on Tuesday to block the abortion bill, of hijacking the democratic process.

    "It's just unfortunate that she hasn't learned from her own example, that every life must be given a chance to realize its full potential and that every life matters," Perry said to a standing ovation from some 300 anti-abortion activists.

    Growing up in a single-parent household, Davis worked after school from age 14 to help support her mother and siblings, and by 19, was a single mother herself. She attended a community college in Fort Worth, Texas, then graduated from Texas Christian University and Harvard Law School.

    Asked about his comments after the speech, Perry said, "What if her mom had said, 'You know, I don't want to do this?'"

    Davis responded in a statement: "Rick Perry's statement is without dignity and tarnishes the high office he holds. They are small words that reflect a dark and negative point of view."

    Cecile Richards, President of Planned Parenthood Action Fund, which represents the nation's largest abortion provider, also blasted Perry.

    "Rick Perry's remarks are incredibly condescending and insulting to women. ... Women are perfectly capable of deciding whether to choose adoption, end a pregnancy, or raise a child, and they don't need Rick Perry's help making that decision."

    But Zonya Townsend, 56, a registered nurse from California who was in the audience for Perry's speech on Thursday, said she agreed with his criticism of Davis.

    "She was given the right to live so you would think she'd make the correlation and support the right God has given us," Townsend said.

    During the speech, Perry also vowed that Texas would pass the bill opposed by Davis and the Democrats banning abortions after 20 weeks of pregnancy.

    The political fight in Texas is the latest in a national battle over abortion restrictions. If the Texas Republican plan passes, it would be the 13th state, and by far the most populous, to ban abortions after 20 weeks of pregnancy.

    A new poll on Thursday showed the American public narrowly supports a ban on abortions after 20 weeks except for pregnancies resulting from rape and incest, with 48 percent in favor of a ban, 44 percent opposed and 8 percent unsure. Fifty percent of women surveyed supported such a ban, according to the poll published in the National Journal. It surveyed 1,005 adults from June 20 to 23 and has a margin of error of 3.6 percentage points.

    The Republican governor said Wednesday that lawmakers will return to the state capitol for a second special legislative session starting July 1, in part to consider the abortion bill.

    On Tuesday night, hundreds of abortion rights supporters chanted and shouted from the gallery as majority Republicans managed to stop Davis' filibuster and pass the bill by a vote of 19 to 10. But the measure was not signed into law until after the midnight deadline for the end of the special session.

    "What we witnessed Tuesday was nothing more than the hijacking of the democratic process," said Perry, a candidate for the Republican presidential nomination in 2012 and the nation's longest-serving governor. "This is simply too important a cause to allow unruly actions of a few to stand in its way."

    Perry was forced to exit the Republican race for president last year after several gaffes including one debate when he lost his train of thought and could not recall which government departments he wanted to abolish.

    Davis has won praise from abortion rights and women's groups for standing up to Perry and the Republican majority in Texas, and her filibuster was streamed live online. Even before that, there was speculation about her becoming a future candidate for governor in a state that has not elected a Democrat to statewide office in two decades.
