New US penalties will greet Iran's new leader

WASHINGTON (AP) ? As Iran's new president takes over, new U.S. penalties against the country appear a done deal.

In a letter to President Barack Obama, 76 senators are demanding tougher punishment on Iran's economy until the Islamic republic scales back its nuclear program. It also urges Obama to consider military options while keeping the door open to diplomacy.

The Senate letter, a copy of which was obtained Saturday by The Associated Press, comes just days after the House overwhelmingly passed new restrictions on Iran's oil sector and its mining and construction industries. Senators are expected to take up the same package in September.

"Until we see a significant slowdown of Iran's nuclear activities, we believe our nation must toughen sanctions and reinforce the credibility of our option to use military force at the same time as we fully explore a diplomatic solution to our dispute with Iran," says the letter, which will be delivered Monday.

The Obama administration is concerned Congress' effort could undercut Iran's relatively moderate President-elect Hasan Rouhani, who was formally endorsed by Iran's ayatollah on Saturday and takes the oath of office Sunday. Rouhani has pledged to follow a "path of moderation" and promised greater openness over Iran's nuclear program.

Obama wants to give Rouhani a chance to prove his seriousness.

The U.S. believes Iran has been working for years to develop nuclear weapons. Iran insists its program is for peaceful energy and research purposes.

Rouhani's victory signaled Iran's clear dissatisfaction, the senators said. But they noted that all final decisions on nuclear matters rest with Supreme Leader Ayatollah Ali Khamenei and said Iran must not be allowed to use any new nuclear negotiations with world powers to stall for time.

"Iran today continues its large-scale installation of advanced centrifuges," their letter said. "This will soon put it in the position to be able to rapidly produce weapons-grade uranium, bringing Tehran to the brink of a nuclear weapons capability."

"We need to understand quickly whether Tehran is at last ready to negotiate seriously," it added. "Iran needs to understand that the time for diplomacy is nearing its end."

Obama prefers diplomacy. He has given Iran until sometime next spring to prove to the world that its program is peaceful.

If Iran fails to do so, the stage may be set for military intervention from the U.S. or Israel, which sees Iranian nuclear weapons capacity as an existential threat and has warned of taking action according to its own timeline.

SANTA TERESA >> For the third time in less than a year, Gov. Susana Martinez visited the southern part of Do?a Ana County on Monday to announce the location of two new companies -- with about 70 new jobs -- in the Santa Teresa area.

"It seems like we're making these type of announcements in Santa Teresa more and more often," she said.

W Silver Recycling, a metal recycling company, and Twin Cities, a warehousing, distribution and logistics company, plan facilities in the Verde Logistics Park. El Paso-based Twin Cities bought 32 acres and plans to start construction in about a month or so and hopes to be finished during the first quarter of next year, said Ed Hazelton with the company. W Silver, which has a facility in El Paso as well as Albuquerque, will be making its "single largest investment in the region," president Lane Gaddy said.

W Silver has been in operation for nearly a century and works with utility companies and manufacturers, Gaddy said. The company refers to itself as the only full-service recycler on the U.S.-Mexico border and is involved in plastic grinding and processing, pallet processing, industrial trash hauling, wire chopping and other areas.

Gaddy said that Davin Lopez of the Mesilla Valley Economic Development Alliance as well as Jerry Pacheco and Ed Camden of the Border Industrial Association made the move

possible.

"Without them strong-arming us, the time line might have been longer," he said. "They really helped."

Gaddy said W Silver has thought about expansion for about a decade. He said incentives in place as well as the overweight zone -- a six-mile zone that allows trucks with overweight cargo to travel into the state -- were attractive,

"We were looking at locations in El Paso and we told Davin that we were interested in Santa Teresa as well," he said.

Hazelton said that Twin Cities has been interested in the Santa Teresa area since 1996, but the recent improvements in infrastructure and the start of construction of Union Pacific's $400 million intermodal facility in the area were very attractive. The company was established in 1979 as a warehousing, distribution and logistics company to expedite the storage and transportation of products in the El Paso/Ju?rez area.

In 1998, Twin Cities began operations as a container holding facility for ocean carriers. In Santa Teresa it will move and store containers and trailers for its clients. The company will have the capacity to handle loaded and empty containers for transfer or storage.

"(The companies) have put their faith in New Mexico," said New Mexico Economic Development Secretary Jon Barela. "Santa Teresa has become one of the most dynamic communities along the U.S.-Mexico Border."

State Sen. Mary Kay Papen was on hand for the announcement and said the growth of the Santa Teresa area is being noticed.

"We're always looking to Albuquerque as the big boys, now we're becoming one of the big boys," Papen said.

Martinez, a Republican, said that work with legislators like Papen, a Democrat, across party lines has allowed the state to become more competitive. She pointed to the reduction in corporate income tax as one example.

"Instantly Secretary Barela started getting calls from companies interested in coming here," she said.

And the governor said that she does enjoys her trips back home to Do?a Ana County.

"I hope to be back in southern New Mexico for many more job announcements," Martinez said.

Technology Stocks To Consider Now | Mobile Tech Today

Summer isn't usually prime time to load your portfolio with tech stocks, but now actually might be an opportune time to start sifting through some tech names while you are sitting on a sandy beach.

Tech stocks are looking relatively inexpensive these days for those who have the luxury of not needing immediate results and have a medium-term outlook.

"Our basket of 30 secular growth tech companies is near decade lows both in terms of forward-looking price-earnings ratios and their premiums relative to mature technology stocks," says Bill Whyman, a technology analyst for ISI Group in Washington, D.C.

The ISI "growth basket," which consists of the 30 top-performing tech stocks based on a growth score formula devised by the firm, is trading roughly 17 times forward-looking earnings, which is four points lower than historical averages of 21. "It suggests that growth-tech is historically cheap," Whyman says. ISI assigns a growth score to about 160 technology stocks.

Companies with higher growth scores, such as computer Relevant Products/Services game-maker Take-Two Interactive, tend to outperform the broader market based on historical comparisons. Stocks with rising growth scores, such as Amazon.com, tend to outperform those names with falling growth scores, such as Nokia, according to the ISI tech stock model.

It's All About Growth

Whyman also looks at what he calls the "growth premium," which is the gap between forward price-earnings ratios of growth companies, such as Netflix, and mature tech stocks, such as IBM. Right now, the premium for growth tech is four points higher than historical comparisons, which are hovering near multiyear lows. The gap is reasonably small as a result. Usually, the premium gap is much wider because investors traditionally are willing to pay higher prices for high-octane tech stocks, Whyman explains.

ISI's basket of the 30 highest-rated growth companies is up about 60% since 2000, while a comparable index of the 30 lowest-rated, or most mature tech companies, is down nearly 60% during that time frame.

The good news for those investors playing at home is that it's not too late to get into the tech stock game because growth tech is still affordable. While growth scores do a decent job of predicting stock performance, they aren't foolproof, Whyman warns. Yet the top 10% of the companies in the firm's growth score calculation have outperformed the bottom 10% nearly every time.

But in the past two quarters that pattern didn't hold true. Some mature tech names that had been taking a beating, such as Hewlett-Packard, have been performing well while some growth stocks have lagged. But no need to worry, "We don't believe this is sustainable," Whyman says. (continued...)

NEW YORK (TheWrap.com) - "The Wire" creator David Simon says the Trayvon Martin verdict exposes an ugly double standard in Florida's "stand your ground" law:

"You can stand your ground if you're white, and you can use a gun to do it. But if you stand your ground with your fists and you're black, you're dead."

He added that "If I were a person of color in Florida, I would pick up a brick and start walking toward that courthouse" where George Zimmerman was found not guilty Saturday in Martin's shooting. He praised those who have responded without violence.

Simon addressed the verdict on his blog, "The Audacity of Despair."

"In the state of Florida, the season on African-Americans now runs year round. Come one, come all," he wrote. "And bring a handgun. The legislators are fine with this blood on their hands. The governor, too. One man accosted another and when it became a fist fight, one man - and one man only - had a firearm. The rest is racial rationalization and dishonorable commentary."

Simon has chronicled the flaws of urban institutions for three decades, first as a reporter for the Baltimore Sun, and then as the author of "Homicide." That led to a television career that included HBO's "The Wire" and "Treme."

The Martin case hit him especially hard.

"If I were a person of color in Florida, I would pick up a brick and start walking toward that courthouse in Sanford," he wrote. "Those that do not, those that hold the pain and betrayal inside and somehow manage to resist violence - these citizens are testament to a stoic tolerance that is more than the rest of us deserve. I confess, their patience and patriotism is well beyond my own."

Every day weird news comes out of Florida. As with the famous saying about porn, we know what it is when we see it. But what elements combine to make a story that occurs in Florida fit the definition of ?weird Florida??

Thanks to a lifetime of observing Florida weirdness all around me, I have formulated a few general rules. I also consulted a couple of experts on this subject: Brendan Farrington, who since 1998 has compiled an annual roundup of bizarre behavior in Florida for the Associated Press; and Barbara Hijek, who writes the FloriDUH blog for the South Florida Sun-Sentinel. Here's what we came up with:

1)????? The story generally involves an unusual weapon. A machete is okay. A samurai sword will do. A lawn gnome is waaaaaaaaaay better.

2)????? Nudity is not essential, but it is recommended.

3)????? The presence of an animal helps, especially an alligator, whether large or small. Some sort of big snake is good. Monkeys are an old standby. Llamas are the new hotness.

4)????? The participation of Florida's many sex-industry workers tends to boost the story's visibility.

5)????? You'd be amazed how many stories there are about sexual encounters gone horribly awry (and how great the mugshots are). Note: Said encounter does not have to involve a couple. It may, however, involve something from No. 3.

6)????? You'd also be amazed at what people post on Facebook.

7)????? For ?the Happiest Place on Earth,? Disney World manages to generate a lot of weirdness.

8)????? You can always count on some help from 911.

9)????? Florida thieves steal the strangest things.

10)? Mistaken identity stories are frequently good for a laugh.

One word of caution: Don't ever look back to see what happened next to the people in these stories. What you find might bring a tear to your eye.

The dinner was catered by Animal, a Los Angeles restaurant, and guests enjoyed late-night snacks, including mini sliders and other treats from a line of food trucks, a source told the mag.

Kimmel's brother and McNearney's sister gave speeches at the reception, and invitees were asked to make charitable donations in lieu of wedding gifts.

"They are a really great couple," a source told Us. "Everyone is very happy for them.

But the comedian and avid prankster had the joke turned on him at the ceremony. On probably one of the most emotional days of his life, his blushing bride was initially replaced by Oscar-nominated "Precious" star Gabourey Sidibe, who walked down the aisle in a flowing white dress and veil to meet the groom, according to the Daily Mail.

The host is said to have appreciated the stunt, the site reports, by greeting Sidibe, who changed into a red dress, later at the reception with a laugh. It should be noted that Sidibe most recently made an appearance in one of Kimmel's many star-studded viral videos, "(I Wanna) Channing All Over Your Tatum," last month.

Kimmel and McNearney have been dating since 2009. Kimmel proposed in August of 2012 while they were vacationing at Kruger National Park in South Africa.?

This is Kimmel's second marriage. He was married to first wife Gina for 14 years. They had two children before divorcing in 2002. Kimmel was later linked to comedian Sarah Silverman. During their relationship, the pair produced the viral video "I'm ... Matt Damon" and many of its offshoots. The parody videos with the A-list actor fueled an ongoing feud between Damon and Kimmel and resulted in the Oscar winner's takeover of Kimmel's late-night show last January, soon after ABC moved the talk show to an earlier time slot.

Kimmel also officiated at Damon and his wife's vow renewals on St. Lucia island in the Caribbean last April.

Space for all: Small, cheap satellites may one day do your bidding

SAN FRANCISCO ? Someday, swarms of satellites the size of a tissue box will be snapping pictures, taking environmental readings and broadcasting messages from orbit ? but the entities controlling those satellites won't be governments.

Instead, they'll be hard-core hobbyists and elementary-school students, entrepreneurs and hacktivists. In short, anyone who can afford a few hundred dollars to send something to the final frontier.

The technological for this outer-space revolution already exists: It's a type of satellite known as a CubeSat, which measures just 4 inches (10 centimeters) on a side. The CubeSat phenomenon started out as an educational experiment, but now it's turning into a crowdsourcing, crowdfunding movement of Kickstarter proportions. And the sky is literally the limit.

This year alone, more than two dozen CubeSats are due to go into orbit, piggybacking on commercial and government space launches.

"We had no idea CubeSats would go so far," Jordi Puig-Suari, an engineering professor at Cal Poly who is considered one of the inventors of the CubeSat concept, told NBC News in an email. "We were trying to develop a better system to educate students, and we did succeed at that. ... But we also created a whole new space ecosystem that we could not imagine at the time."

Startup for the Space Age
Part of that ecosystem is taking shape in a squat, gray building at the foot of a highway on-ramp in San Francisco. That's where a company called NanoSatisfi has brought together a small team of aerospace veterans and computer engineers to build CubeSats by hand, amid surroundings that look more like a Web startup's office than a space agency's clean room.

"We take advantage of all the industries on earth, from cellphones to smartphones to UAVs, robotics, all of that," said Peter Platzer, a former research physicist and Wall Street trader who co-founded NanoSatisfi last year.

It all starts with a hobbyist computer called an Arduino. For less than $200, anyone can buy an Arduino ? basically a stripped-down motherboard ? and start building gadgets like a self-balancing skateboard, a band of LEGO robots, or a flame-throwing pumpkin.

The engineers at NanoSatisfi decided to put those Arduinos to a more serious use: They installed the low-cost computers inside the standard CubeSat frame. NanoSatisfi?s first two satellites, dubbed ArduSats, will hitch a ride in August on a robotic Japanese cargo ship heading for the International Space Station ? where they'll be kicked out into space using a spring-loaded launcher.

From Kickstarter to space
The cost of building each ArduSat is close to $200,000, and launch costs amount to another $100,000 or so. That's far less than the price tag for large-scale satellites, which can range from $100 million to more than $1 billion. To get the project launched, Platzer and his partners raised more than $100,000 through a Kickstarter campaign, and supplemented that amount with their own money and more than $1 million in venture-capital funding.

Once the ArduSats are active, NanoSatisfi's clients will be able to conduct their own experiments in space. Each satellite is equipped with 10 sensors ? including a Geiger counter, a magnetometer and a camera. One of the satellites will be dedicated to schools. The other will be rented out at the rate of $250 per week, with special deals available for the Kickstarter contributors. The company is developing a library of basic apps for use on the satellites and publishing the apps online so that anyone can tweak the programming.

CubeSats don't use expensive rocket thrusters to control their orbit; instead, they rely on gyro-type reaction wheels and compass-type magnetic devices to keep their orientation steady. They stay in orbit for only a few months before their orbits decay and they burn up in the atmosphere. But the low cost of a CubeSat means it's relatively inexpensive to send up replacements.

NanoSatisfi plans to launch as many as 150 more satellites over the next five years. The first commercial applications will be in the education market. "Our goal is to have 500,000 students in five years having access to a satellite, and really make this a hands-on tool," Platzer said.

ArduSats could also serve as the building blocks for a low-cost weather monitoring network. For example, ski resorts could use fine-scale temperature readings to determine when it makes financial sense to pay for artificial snow generation. Platzer says, based on his Wall Street experience, that such a network could unlock billions of dollars in economic benefits.

Connection to the cosmos
CubeSats' biggest selling point may be their ability to give everyday people a personal connection to the final frontier. That's what Tim DeBenedictis, founder and owner of Southern Stars, is counting on as he launches SkyCube, a satellite system linked to a mobile app platform that will let people send images and short messages from orbit.

"We all know that right now a lot of our communication goes through satellites, but normally we don't think of that," he told NBC News. "We want to have the experience of having a message broadcast from the satellite, and having the satellite let you know."

SkyCube is due to be included in a cargo shipment to the space station in December. It will be shot into orbit with the same launching system used for the ArduSats. DeBenedictis has also raised more than $100,000 through Kickstarter, but also plans to cover costs through sponsorships. Once the satellite is deployed, sponsors will be able to broadcast messages and receive images from space for as little as $1 using the SkyCube mobile app.

"I fully expect this satellite to be revenue generating," DeBenedictis said.

SkyCube also has a built-in answer to the problem of too much space junk. About three months after deployment, the satellite will inflate a 70-foot-wide (21-meter-wide) balloon coated with reflective titanium dioxide powder. The balloon, visible from the ground, should create enough drag to bring the satellite down for planned destruction.

"We call that the grand finale to the mission," DeBenedictis said. "I don't think that's ever been done before with a CubeSat."

Another innovative CubeSat will be sprung into space during SpaceX's next cargo run to the space station ? and this one, KickSat, has a novel twist.

Tucked within the already tiny satellite are 128 cracker-sized computer chips known as "sprites." Each sprite is equipped with solar cells as well as a radio transceiver, microcontroller, gyroscope and magnetometer. As the chips flutter in space, they'll broadcast an identifying signal ? for example, the coded initials of a Kickstarter donor.

Why? The idea is to test the potential for monitoring the space environment with swarms of nano-nanosatellites. "We don't have a big science goal in mind," Cornell University doctoral student Zachary Manchester, who initiated the project, told NBC News. "It's just trying to demonstrate that you can build a satellite that works on this scale."

KickSat raised nearly $75,000 through a Kickstarter campaign, and will get a free launch, thanks to NASA's Educational Launch of Nanosatellites program.

Bob Twiggs, an engineering professor at Morehead State University in Kentucky who worked with Puig-Suari to come up with the CubeSat concept in 1999, says he's now working on a project to launch 2-inch-wide (5-centimeter-wide) "femtosatellites" called PocketQubs. Those should theoretically launch for one-eighth the cost of a CubeSat. If CubeSats are the iPhones of the satellite world, PocketQubs are the iPod Nanos.

"I always said I hoped it'd be like the Apple computer, and I think it's making that kind of change ? which is really cool," Twiggs told NBC News.

Eventually, putting a satellite in orbit could be as easy as sending camera-equipped balloons into the stratosphere ? in other words, so easy a 7-year-old could do it.

"Realistically, in the next couple of years, it's going to be possible to put a sprite into orbit for less than $1,000, so that will bring it within the reach of hobbyists and high-school students for science fairs," Manchester said. "It's the sort of thing I wish I had when I was a kid."

Spain's opposition leaders call on Rajoy to resign

MADRID (AP) ? Spain's opposition leaders have urged Prime Minister Mariano Rajoy to resign after a newspaper published what it says is evidence that he allegedly received slush-fund payments while serving in a previous government.

A scandal over such alleged secret payments has already shaken Rajoy's party and dented its popularity ratings.

Sunday's El Mundo report contains what it calls further proof that Rajoy knew of illegal financing within his party by jailed former treasurer Luis Barcenas. The paper published what it identified as mobile phone messages between Rajoy and Barcenas.

Spaniards are currently coping with harsh austerity measures and tough economic reforms designed to reduce the country's debt.

The battered economy has been hit by recession and unemployment that has soared to 27.2 percent.

The Dow Jones FXCM Dollar Index (Ticker: USDOLLAR) has edged higher to start the week and has nearly taken back all of its losses since Wednesday, when Fed Chairman Bernanke deployed dovish rhetoric as a way of pushing US Treasury yields lower once more. With the US economy showing signs of improvement in key sectors, market participants will be watching today?s US Advance Retail Sales report for June for confirmation that gains in jobs and housing in recent weeks are reflective of improved consumption trends.

The data today is one of two key prints out of the United States before Wednesday?s fireworks, when Fed Chairman Bernanke takes to Capitol Hill for his likely last semiannual testimony in front of Congress. While today?s consumption report should show a stronger US economy, tomorrow?s inflation data ? the other key report ? suggests that the US economy isn?t growing fast enough to warrant a withdrawal of stimulus.

As the market tries to peg where Chairman Bernanke?s bias will lay on Wednesday, risk appetite has seen a nice boost to start the week after the 2Q?13 Chinese GDP report. Although the headline missed expectations, the annualized print of +7.5% came short of the +7.7% consensus forecast (and +7.7% model estimate), there had been growing chatter the past week or two that a print near +7.0% should be expected; needless to say, the report can be viewed as somewhat positive in that regard. Accordingly, the Australian Dollar, facing record short positioning among speculative traders, is seeing relief as well; and the AUDJPY is outperforming as a result.

Taking a look at European credit, peripheral yields are mostly mixed but Portugal continues to underperform and lead. The Italian 2-year note yield has decreased to 1.710% (-0.4-bps) while the Spanish 2-year note yield has increased to 2.040% (-1.7-bps). Similarly, the Italian 10-year note yield has increased to 4.481% (+0.1-bps) while the Spanish 10-year note yield has decreased to 4.756% (-0.9-bps); higher yields imply lower prices.

3rd victim in SF crash: 15-year-old Chinese girl

SAN FRANCISCO (AP) ? The third person to die from injuries suffered when an Asiana Airlines jetliner crash landed in San Francisco was identified as a 15-year-old Chinese girl who attended school with the other two victims.

San Mateo County Coroner Robert Foucrault on Saturday confirmed the identity of the third victim as Liu Yipeng.

He said that she was rushed to San Francisco General Hospital with head injuries after the July 6 crash and died there Friday morning.

Chinese state media said she attended school with the two 16-year-old girls who also died in the crash.

Liu Yipeng's identification comes a day after her death was announced amid the official confirmation that one of the other girls who died in the disaster had been covered on the runway in flame-retardant foam and hit by a fire truck speeding to the crash site, a disclosure that raised the tragic possibility she could have survived the crash only to die in its chaotic aftermath.

Police and fire officials confirmed Friday that Ye Meng Yuan was hit by a fire truck racing to extinguish the blazing Boeing 777.

"The fire truck did go over the victim at least one time. Now the other question is, 'What was the cause of death?'" San Francisco police spokesman Albie Esparza said. "That's what we are trying to determine right now."

All three girls killed were from China.

Ye Meng Yuan's close friend Wang Linjia was among a group of injured passengers who did not get immediate medical help. Rescuers did not spot her until 14 minutes after the crash. Wang Linjia's body was found along with three flight attendants who were flung onto the tarmac.

Moments after the crash, while rescuers tried to help passengers near the burning fuselage, Wang Linjia and some flight attendants lay in the rubble almost 2,000 feet away. A group of survivors called 911 and tried to help them.

Survivors said that after escaping the plane, they sat with at least four victims who appeared to be seriously hurt. They believe one of them was one of the girls who died.

Cindy Stone, who was in that group, was recorded by California Highway Patrol dispatchers calling in for help: "There are no ambulances here. We've been on the ground 20 minutes. There are people lying on the tarmac with critical injuries, head injuries. We're almost losing a woman here. We're trying to keep her alive."

San Francisco fire spokeswoman Mindy Talmadge said Friday that when airport personnel reached the group near the seawall, Linjia was dead. She did not know when the girl had died.

Several flight attendants remain hospitalized.

Talmadge also confirmed that an Associated Press photograph of a body under a yellow tarp near the burned-out jet was Ye Meng Yuan.

The photo, taken from above, shows firefighters looking down at the tarp, and there are truck track marks leading up to it.

Police said the teenager was covered in foam that rescuers had sprayed on the burning wreckage. When the truck moved while battling the flames, rescuers discovered her body, Esparza said.

"The driver may not have seen the young lady in the blanket of foam," said Ken Willette of the National Firefighter Protection Agency, which sets national standards for training airfield firefighters. "These could be factors contributing to this tragic event."

He said fire trucks that responded to the Asiana crash would have started shooting foam while approaching the fuselage from 80 or 100 feet away. The foam was sprayed from a cannon on the top of the truck across the ground to clear a safe path for evacuees. That was supposed to create a layer of foam on the ground that is several inches high before the truck gets to the plane.

The victims were close friends and top students, looking forward to spending a few weeks at a Christian summer camp in California, where they planned to practice English and boosting their chances of attending a U.S. college.

Their parents were flown to San Francisco after their deaths where the Chinese consulate was caring for them.

The crash-landing occurred after the airliner collided with a rocky seawall just short the runway. Dozens of passengers were hurt. There were 182 survivors taken to hospitals, though most suffered only minor injuries.

So far, an investigation indicates the pilots, a trainee and his instructor, failed to realize until too late that the aircraft was dangerously low and flying too slow.

Nothing disclosed so far by the National Transportation Safety Board investigators indicates any problems with the Boeing 777's engines, computers or automated systems.

Also, San Francisco airport officials said that the runway where the jet crashed was reopened Friday evening, and all airlines would resume normal schedules immediately.

2013 Fantasy Football: Three-Round Mock Draft

It's that time of year again, and like the real NFL, hope springs eternal. The best way to prepare for your draft is to practice. Several sites allow users to practice draft strategies via mock drafts. To be helpful, I've listed several of the most popular draft strategies below.

Conventional wisdom: Draft a running back with the first and possibly second pick. Of the big three positions (QB,RB,WR) running back is the thinnest. The running back by committee philosophy has become more and more popular around the league, turning workhorse, 25-plus carry backs into dinosaurs.

Value-Based Drafting: The concept is fairly simply -- outscore your opponent by enough points at enough positions and you should win. It doesn't really matter whether you outscore him at the QB, RB, WR, or TE position -- as long as you outscore him by enough at your strong positions to carry the day.

Consistency: Two players who score the same number of fantasy football points in a season could result in significantly different wins / losses in terms of fantasy play. This is because some players tend to have huge games and then disappear for several games at a time. In building your team, it is important to understand these tendencies and draft the players who are consistent scorers.

Do the opposite: It's as obvious as it sounds. If everyone else is swimming one way, sometimes it's beneficial to go the other way. Take a quarterback in the first round, load up on receivers, etc..

Microsoft Denies Providing NSA 'Direct, Blanket' Access


Microsoft this week denied that it provides the government with "blanket or direct access" to products like SkyDrive, Outlook.com, Skype, or any of its other products.

"We have clear principles which guide the response across our entire company to government demands for customer information for both law enforcement and national security issues," Microsoft said in a statement.

Redmond's declaration came after The Guardian on Thursday published an article with what it said were details about how Microsoft participated in the National Security Agency's PRISM program.

"Microsoft helped the NSA to circumvent its encryption to address concerns that the agency would be unable to intercept web chats on the new Outlook.com portal," The Guardian said, citing NSA documents provided to the paper by former contractor Edward Snowden.

In response, Microsoft said it only provides the government with access to customer data "in response to legal processes."

"We only ever comply with orders about specific accounts or identifiers, and we would not respond to the kind of blanket orders discussed in the press over the past few weeks," Redmond said.

According to The Guardian, the NSA was concerned about the encryption technology used on Outlook.com, which debuted in July 2012. "Within five months, the documents explain, Microsoft and the FBI had come up with a solution that allowed the NSA to circumvent encryption on Outlook.com chats," the paper said.

"When we upgrade or update products legal obligations may in some circumstances require that we maintain the ability to provide information in response to a law enforcement or national security request," Microsoft said.

The company concluded by saying that it would like to provide more information about its collaboration with the government, but is constrained by a gag order that prevents any firm from discussing the secretive FISA court that handles these types of proceedings.

"That's why we've argued for additional transparency that would help everyone understand and debate these important issues," Microsoft said, referencing a recent filing with the FISA court that asked for permission to publish general numbers about the number of FISA requests it receives. Google and Yahoo have made similar requests.

Among the fallout from the Snowden leaks was this week's decision by the organizers of the Defcon hacker conference to rescind their invitation to federal officials.

Representing the United States, Sogar took second place in her semifinal heat at 2 minutes, 27.19 seconds to qualify fourth overall for Sunday?s finals. Russia?s Iulia Efimova, the World University Games? gold medalist in the 100m breaststroke, qualified first in 2:24.71.

Sogar, who won bronze on Friday in the 100m breaststroke, will compete in the 200m breaststroke finals Sunday at 10:33 a.m. CT. NEW YORK (AP) ? What happens when a tornado whips up hundreds of sharks and hurls them at Los Angeles?

Syfy network's "Sharknado" suggests that such a siege can take a big chomp out of social media.

Aired Thursday night, the disaster thriller was a trending topic on Twitter as it inspired amazed, often jeering messages to reflect viewer amusement at the film's jaw-dropping premise.

One tweeter expressed satisfaction that here was a natural disaster that finally makes Aquaman useful. Another jokingly questioned the film's scientific authenticity. Another described the sharknado as "an act of cod."

"Sharknado" was the night's most social program, generating nearly 5,000 tweets per minute at its peak. The network says it scored 387,000 social media mentions during its premiere.

Syfy says "Sharknado" was seen by nearly 1.37 million viewers.

Between Vegas and L.A., there are aliens.

Please, don't just take my word for it (though anyone who's taken that drive should know what strange occurrences might await).

Instead, hark at NBA star Baron Davis, who seems to have little doubt that beings from out there invaded his space down here, as he journeyed back from the City of Sin to the City of Spin.

In a pulsating interview with "The Champs" podcast (warning: he uses naughty words here), the former Golden State Warrior (currently teamless) insists that one minute he was driving and the next he was "in this, like, steel thing."

There were "crazy-looking people, half-human, half, like [imagine aforementioned naughty words here]."

He claims they were poking him on his nose and looking him in the eyes.

To some, this might seem entirely like the usual form of defense enacted by Metta World Peace.

Still, Davis insists they then tied his hands.

More Technically Incorrect

But just when he must have imagined that he would soon be on the Planet Zarp playing point guard for the Capital City Zarpshooters, he regained an earthly consciousness and discovered he was in Montebello, Calif., still without an NBA team.

He claims he was shaking and, given that it was 4 a.m., his only recourse was to find sustenance -- yes, at an In-N-Out Burger.

This all allegedly occurred a mere two weeks ago.

Some might imagine that Davis was imagining things. He has been known to be involved in the movie business.

He concedes right at the end of the interview that it might have been the Illuminati.

But he claims that, after this experience, he is now mentally sharper. He claims he is retaining more information.

Of course, it's frustrating that he's unable to retain information about what these beings looked like or whether they spoke at all.

Davis should subject himself immediately to hypnosis and examination by the government's finest scientists.

The future of the world (and of alien movies) might depend on it.

India won the Under-19 International Series after demolishing Australia by eight wickets in the final at Marrara Oval here on Friday.

India never looked troubled in their run chase and reached Australia's total of 75 in only the 16th over to finish the series unbeaten. Sanju Samson (20 not out) and Ankush Bains (40) got the team home with 207 balls to spare.

Indian captain Vijay Zol won Player of the Series after a dominant tournament with the bat, scoring 284 runs. The Man of the Match was medium pacer Deepak Hooda, who in his 10 overs took three wickets for 22 runs.

Abhimanyu Lamba, Chama Milind and Kuldeep Yadav struck twice as Australian batting collapsed like a house of cards.

The Australian players may have spent last night watching one of last year's Australian U-19 representatives, Ashton Agar, bat his way into history in England. But they were unable to use that inspiration to produce any Agar-like heroics with the bat.

Australian fast bowler Matt Fotia was the only player to snare a five-for during the tournament and finished top of the bowling table with 10 scalps at an average of 17.20.

Sixteen-year-old Jake Doran was the best of the Aussie bats throughout the tournament with a spectacular average of 195 and an aggregate of 195 runs (second behind Zol).

AUSTIN, Texas (AP) ? Republicans in the Texas Legislature passed an omnibus abortion bill that is one of the most restrictive in the nation, but Democrats vowed Saturday to fight both in the courts and the ballot box as they used the measure to rally their supporters.

More than 2,000 demonstrators filled the Capitol building in Austin to oppose the bill, and state troopers drug six out of the Senate chamber for trying to disrupt the debate. The Republican majority ultimately passed the bill unchanged just before midnight, with all but one Democrat voting against it.

"Today the Texas Legislature took its final step in our historic effort to protect life," said Gov. Rick Perry who will sign the bill into law in the next few days. "This legislation builds on the strong and unwavering commitment we have made to defend life and protect women's health."

Democrats, though, promised a fight in the courts.

"There will be a lawsuit. I promise you," Dallas Sen. Royce West said on the Senate floor, raising his right hand as if taking an oath.

Democrats offered 20 amendments to the bill, which will ban abortions after 20 weeks, require abortion doctors to have admitting privileges at a nearby hospital and require all abortions take place in surgical centers. They ranged from exceptions for rape and incest to allowing doctors more leeway in prescribing abortion-inducing drugs. But Republicans would have none of it.

The bill is just one of many across the nation championed by anti-abortion groups set on a constitutional challenge to Roe vs Wade, the U.S. Supreme Court decision guaranteeing a woman's right to decide on an abortion before the fetus is viable outside the womb.

Texas falls under the 5th Circuit Court of Appeals, which has shown a willingness to accept more stringent limits on abortions. Passing the law also pleases Christian conservatives who make up the majority of Republican primary voters.

But the measure has also sparked protests in Texas not seen in least 20 years, with thousands of abortion rights supporters flooding the Capitol to draw out normally boring committee hearings and disrupting key votes. Protesters finished a filibuster started by Democratic Sen. Wendy Davis of Fort Worth by jeering for the last 15 minutes of the first special session, effectively killing the bill.

That's when Perry called lawmakers back for round two. But opponents said the fight is far from over and used the popular anger to register and organize Democratic voters.

"Let's make sure that tonight is not an ending point, it's a beginning point for our future, our collective futures, as we work to take this state back." Davis told 2,000 adoring supporters after the bill passed.

The Texas Republican Party, meanwhile, celebrated what they considered a major victory that makes Texas "a nationwide leader in pro-life legislation."

"As Democrats continue to talk about their dreams of turning Texas blue, passage of HB2 is proof that Texans are conservative and organized and we look forward to working with our amazing Republican leadership in the Texas Legislature as they finish the special session strong," a party statement said.

Friday's debate took place between a packed gallery of demonstrators, with anti-abortion activists wearing blue and abortion-rights supporters wearing orange. Security was tight, and state troopers reported confiscating bottles of urine and feces as they worked to prevent another attempt to stop the Republican majority from passing the proposal.

Those arrested or removed from the chamber included four women who tried to chain themselves to a railing in the gallery while singing, "All we are saying is give choice a chance." One of the women was successful in chaining herself, prompting a 10-minute recess.

Sen. Glen Hegar of Katy, the bill's Republican author, argued that all abortions, including those induced with medications, should take place in an ambulatory surgical center in case of complications.

Democrats pointed out that childbirth is more dangerous than an abortion and there have been no serious problems with women taking abortion drugs at home.

Cecile Richards, the daughter of former Gov. Anne Richards and president of Planned Parenthood, said Texas Republicans and abortion opponents won this political round ? but it could cost them down the road.

"All they have done is built a committed group of people across this state who are outraged about the treatment of women and the lengths to which this Legislature will go to take women's health care away," she said.

The dedication of those activists will be tested during the 2014 elections. Democrats have not won a statewide seat in Texas since 1994, the longest such losing streak in the nation.

Dhoni blasts 45 to lift India past Sri Lanka with 1 wicket to spare in tri-series final

PORT-OF-SPAIN ? Captain Mahendra Singh Dhoni hit an unbeaten 45 off 52 balls to give India a thrilling one-wicket victory over Sri Lanka in the Celkon Mobile Cup final at Queen?s Park Oval on Thursday.

Dhoni, returning from an injured hamstring, shared a last-wicket stand of 20 with Ishant Sharma as India reached its winning target at 203-9 with two balls to spare.

Opener Rohit Sharma anchored the run chase with 58 off 89 deliveries while Suresh Raina (32) and Dinesh Karthik (23) scored crucial middle order runs.

Left-arm spinner Rangana Herath was Sri Lanka?s trump card with a career-best 4-20. Fast bowler Shaminda Eranga claimed 2-50 but was pounded for two sixes and a four by Dhoni, who scored 16 in the decisive final over.

Earlier, Kumar Sangakkara?s top-score of 71 led Sri Lanka but its last eight wickets subsided for 30 runs and it was bowled out for 201 off 48.5 overs.

Dhoni said he was always confident of getting his side over the line despite the tense finish.

?I think I?m blessed with good cricketing sense,? he said.

?I thought 15 runs was something I can look for, the reason being the opposition bowler was not someone who was very experienced like (Lasith) Malinga or some of the other bowlers. I thought rather than taking chances against a Malinga or a (Angelo) Mathews, I would take it to the end and take a chance against someone who is not so experienced. It worked and I?m happy it worked.?

Dhoni changed his bat for the final flourish.

?It was a very heavy bat that was needed at that point of time. The weight of the bat was perfect for slogging,? he said.

India?s run chase was set back early by Eranga, who claimed two early wickets with the new ball.

Shikhar Dhawan and Virat Kohli both fell to outside edges to wicketkeeper Kumar Sangakkara. Left-hander Dhawan (16) got a big nick while Kohli (2) feathered a drive to leave India on 27-2 in the 11th over.

Rohit Sharma and Karthik rebuilt in a 50-run third wicket stand. Karthik edged a cut hard to slip but India consolidated with Rohit finding another solid ally in Raina, the pair adding 62 for the fourth wicket before Herath turned the match on its head by ripping through the middle order.

Sharma hit five fours and a six before he was bowled playing back to a Herath delivery which crept along the ground.

Suranga Lakmal also chipped in with the wicket of Raina, who edged a big drive, and the innings was in crisis. India was 152-7 in the 38th over.

India fell further behind when Bhuvneshwar Kumar (0) and Vinay Kumar fell to Malinga and Mathews respectively. India needed 20 off 22 deliveries.

Dhoni, who turned 32 four days ago, had been ruled out of the series when he strained a hamstring just over a week ago in Jamaica. But he batted with typical calm to see his side through.

Earlier, the Sri Lankan innings was in good shape at 171-2 in the 38th over before Ashwin, Jadeja and Ishant Sharma inspired the decline.

Bhuvneshwar Kumar had made two early strikes after Dhoni won the toss and chose to bowl.

The seamer claimed both openers in a lengthy opening spell. Upul Tharanga (11) was first to go, at 29-1 in the seventh over, advancing down the pitch but only inside edging his aggressive stroke through to wicketkeeper Dhoni.

Jayawardene followed at 49-2 when he chased a wide outswinger and provided an easy catch for Ashwin at slip.

Sangakkara and Thirimanne had a bit of luck early as they forged a third-wicket stand of122 to tilt the balance towards Sri Lanka.

Thirimanne was just on 2 when he was dropped by Ashwin at slip off Ishant Sharma, while Sangakkara was 23 when Suresh Raina grassed a difficult return catch.

Veteran Sangakkara went past Sourav Ganguly into sixth place in the leading run-scorers in one-dayers when he reached 9 and played a masterful knock to anchor the innings.

Thirimanne was less fluent but they put their team in a fine position before the dramatic late collapse. Dhoni claimed three stumpings as Jadeja ran through the lower order.
