Euro zone agrees to boost rescue capacity

COPENHAGEN (Reuters) - Euro zone finance ministers agreed on Friday to raise their financial firewall to prevent a new flare-up of Europe's sovereign debt crisis, but it was unclear if markets and Europe's G20 partners would see the boost as sufficient.

The 17-nation currency area agreed to combine its two rescue funds to make 500 billion euros of new funds available in case of emergency until mid-2013, on top of 200 billion euros already committed to bailouts for Greece, Ireland and Portugal.

The executive European Commission had proposed raising the total amount to 940 billion euros, of which 740 billion would have been as yet uncommitted funds, but EU paymaster Germany resisted a higher number.

Initial market reaction was positive, with the yields on Spanish bonds falling as investors weighed the ministers' decision and awaited a draconian Spanish austerity budget.

"Today's decision is a classic European compromise. It was as far as the German government was willing to go and it was the minimum most other euro zone countries were expecting," said Carsten Brzeski, economist at ING bank in Brussels.

"Obviously, a bigger increase along the lines of earlier discussed options could have sent a stronger signal and would have been more convincing," he said.

"With today's increase, the role of the ECB (European Central Bank) as Eurozone fire brigade is likely to continue."

An official statement said ministers had lifted the combined lending capacity of the temporary European Financial Stability Facility (EFSF) and the permanent European Stability Mechanism (ESM) to 700 billion euros from 500 billion.

"The current overall ceiling for ESM/EFSF lending ... will be raised to 700 billion euros," it said. "All together, the euro area is mobilizing an overall firewall of approximately 800 billion euros, more than 1 trillion dollars."

However, the highest headline number included money already disbursed from the EFSF, a smaller bailout fund controlled by the European Commission and bilateral loans which euro zone countries extended to Greece under the first bailout.

The 500 billion in fresh lending capacity for the combined funds until July 2013 takes account of the fact that the ESM will not start its operations at full capacity, but only grow into it as capital is paid in over three years.

It means 240 billion of uncommitted funds in the EFSF could be tapped if necessary until the ESM becomes bigger.

French Finance Minister Francois Baroin said the decision gave Europe a stronger hand to persuade other major economies to increase the International Monetary Fund's resources to fight contagion from the euro zone crisis if necessary.

"We are now in a strong position for discussion on the IMF in April. It is a good signal," Baroin said.

Some bond market players questioned whether the compromise would provide sufficient money to help Spain, the euro zone's number four economy, if it needs a bailout to overcome a banking crisis due to the collapse of a real estate bubble.

"At the end of the day the key question is whether this new firepower is enough," said Steve Barrow, head of G10 strategy at Standard Bank in London. "Clearly if things turn down again, and especially if more bailouts are needed, the tricky issue of underfunding the ESM/EFSF relative to the potential bailout need is bound to resurface."

After tempers flared, Eurogroup chairman Jean-Claude Juncker called off a scheduled news conference, saying Austrian Finance Minister Maria Fekter had already announced the outcome.

Juncker said the appointment of a new European Central Bank executive board member had been postponed until mid-April. He had earlier said fellow Luxembourger Yves Mersch was the strongest candidate for the ECB job.

The delay may have been due France's request to hold off on choosing a successor to Juncker as Eurogroup chairman until after the April-May French presidential election.

Diplomats said French President Nicolas Sarkozy wanted to avoid political embarrassment from the likely choice of German Finance Minister Wolfgang Schaeuble, which his opponents could portray as a sign of German dominance in the euro zone.

Commerzbank analyst Christoph Weil said the firewall boost, combined with extra assistance from the IMF, would probably be big enough to "offer shelter to Spain and Italy if necessary".

"Nonetheless, there is reason to fear that investors will remain skeptical and continue to demand high risk premiums for peripheral bonds," he wrote in a note.

SPANISH AUSTERITY

Countries sharing the euro have already agreed to adopt more strictly enforced balanced-budget rules in an effort to convince markets that their public finances will be sustainable.

They also agreed to slap fines on countries that run excessive budget deficits or have large imbalances in their economies.

Spain, which has rejected all talk of seeking assistance, was set to unveil a tough austerity budget on Friday designed to reduce its public deficit to 5.3 percent of gross domestic product this year from 8.5 percent in 2011 despite a recession.

"This is a budget that will?be?convincing, I am?sure of that, and show the Spanish government's commitment to austerity and fiscal consolidation," Economy Minister Luis de Guindos said in Copenhagen.

He played down a general strike and mass street protests on Thursday that highlighted the scale of opposition to a new labor law making it easier to fire workers and dismantling collective wage bargaining. Hundreds of thousands of Spaniards marched in protest, with violence flaring in Barcelona.

Spanish bond yields rose again amid market doubts about Madrid's ability to implement reforms and repair public finances threatened by the recession and the banking crisis, at a time when unemployment is already 23 percent, the highest in the EU.

After a deal with investors this month to restructure Greek debt, increasing the amount of money the euro zone can provide to help members cut off from markets is seen as the next step to boost investor confidence.

In another move to ease the immediate crisis, Ireland managed to avoid a 3.1 billion euro payment to one of its failed banks, settling the bill by issuing a 13-year bond, Finance Minister Michael Noonan announced on Thursday.

The European Commission and several of the world's biggest economies have been pushing to increase the euro zone bailout capacity as much as possible, in the belief that once investors see a wall of money supporting euro zone debt, confidence would return and the rescue funds would never have to be used.

But Germany, where public opinion is hostile to bailouts, has been against raising the contingency funds, noting that markets have calmed down from the peak of the debt crisis.

Yet market concern about Spain, which badly missed its budget deficit target in 2011 and negotiated with the euro zone a softer target for 2012, have put the bailout capability discussion back on the table.

A higher euro zone bailout capacity is a pre-condition for most G20 countries to contribute more money to the IMF.

Euro zone diplomats are confident that the proposed temporary boost will be sufficient to unlock an additional 500 billion euros in contingency funds for the IMF.

The ministers are also to say that they will continue to review the adequacy of the ESM capital "as appropriate" and "in particular when used EFSF guarantees are freed once financial assistance is repaid".

Young Syrian activists put life on hold in revolt

TRIPOLI, Lebanon (AP) ? Last year, Khalid was a 19-year-old Syrian university student whose modest dreams were to land a job and earn enough to marry his girlfriend ? not simple tasks given Syria's weak economy and his lack of connections to the ruling elite.

Since then, he's become a fugitive activist in the fight to topple President Bashar Assad. Khalid said he has been tortured by security forces and hasn't spoken to his loved ones in months for fear he'll endanger their lives.

Young people like Khalid have manned the front lines in the uprisings across the Arab world, organizing protests, documenting violence and taking up arms against government troops.

Analysts say youth frustration has proven to be a potent force in an area where some 60 percent of people are under 25 ? making it one of the world's youngest regions.

Many youth activists say they had plenty to protest, facing adulthood in societies where decades of autocratic rule left them with limited freedom and constricted economies. For Khalid and other young Syrians, the uprising is about more than just toppling a dictator. It's a fight for their generation's dreams.

"I can't think about my own life now," said Khalid, now 20, after sneaking across the Syrian border into Lebanon. "All I can think about is working to make the revolution succeed because it will have a huge effect on the lives of all youth."

The young have been key players in Syria's uprising since its start in March 2011, when security forces arrested a group of teenagers who scrawled anti-regime graffiti on a wall in the southern city of Daraa, generating huge protests.

Assad's security forces violently cracked down, deploying tanks, snipers and thugs to quash the spreading dissent. Later, many civilians took up arms to defend their communities and attack security forces. The U.N. says more than 9,000 people have been killed, including at least 500 children. Hundreds more children have been injured, detained or abused.

As the death toll mounts, young activists acknowledge some naivete in their decision to challenge one of the region's most brutal police states. Their elders often tried to dissuade them, recalling how Assad's father and predecessor, Hafez, killed between 10,000 and 25,000 people while crushing a 1982 rebellion in the city of Hama.

"Many of them were scared. They saw what the regime can do and told us, 'We were there in 1982. You weren't.'" said Mustafa, 24, who fled the coastal city of Banias to Lebanon last year. Like Khalid, he asked only that his first name be used for fear of endangering relatives inside Syria.

Still, many have decided that a chance at better lives was worth dropping their studies, jobs and marriage plans.

Before the uprising, Khalid studied engineering at a university in the central city of Homs, even though he was interested in computers and wasn't sure he'd ever get a job. He dreamed of going to school abroad, but government scholarships went to students in the ruling Baath Party.

He never thought about politics, but began paying close attention when uprisings toppled dictators in Tunisia and Egypt last year. In March, security forces stopped an anti-regime demonstration on campus, then forced students to attend a pro-Assad rally.

In April, security forces killed protesters in his neighborhood, Baba Amr, then posted troops to deter future gatherings.

"That was the first time I got mad and decided I was against the regime," Khalid said.

Anger grew in the neighborhood as the regime crushed more protests and raided homes to arrest activists, sometimes detaining their parents, he said.

Khalid started a Facebook page to commemorate those killed while working with other activists to film protests to post online.

In October, security forces stopped him at a checkpoint and found a photo on his cellphone of a government sniper, Khalid said. At the police station, he was beaten with a mop handle until his back was numb, then locked with six others in a cell so small that only three people could sit down at a time, he added.

For 20 days, he was regularly beaten during interrogations and suspended by plastic strips around his wrists, he said. He finally escaped with the help of a sympathetic security officer.

"After that, I knew I'd never shut up," he said. "I wanted to do the impossible to make the revolution succeed."

But first, he broke up with his girlfriend, worrying that their relationship would endanger her. She cried when he told her.

"I had to do it for her safety," he said. "I have set out on a martyr mission. As soon as you say, 'I'm an activist,' you know you could die."

At that time, Baba Amr was becoming a national symbol of the uprising. Army defectors has flocked to the area, making it harder for troops to come in, protests grew and the youth organized into media, medical and even trash pickup committees.

That defiance drew the regime's wrath, and in early February troops surrounded Baba Amr and shelled it daily. Khalid and the media team kept working, filming and uploading videos and communicating with journalists and other activists via Skype.

Despite the violence, there was youthful mischief. When an explosion near their makeshift media center silenced a rooster often heard in their videos, they commemorated him with his own Facebook page.

On Feb. 22, government rockets hit the media center, killing a number of activists and foreign journalists Marie Colvin and Remi Ochlik, who had sneaked into Syria. Government troops captured the area on March 1, after armed rebels and activists pulled out.

Khalid says he's seen the bodies of some of his relatives in activist videos from the neighborhood and hasn't spoken to his parents in two months.

None of the activists' claims could be independently verified. The Syrian government bars most media from operating inside the country.

Another Baba Amr activist who also fled to Lebanon said he passed up a chance to study medicine in Germany so he could work to topple Assad.

"I reached a point where I realized that Syria could have a good future," he said, declining to give his name for fear of reprisals against his relatives. "I used to want to go to a developed country, but someday, after Assad falls, Syria will be like that. But we'll build it ourselves."

While international condemnation of Assad has mounted, diplomacy has failed to stop the violence and many activists acknowledge that the conflict is unlikely to end soon.

Most are still driven by the hope of better lives in Syria.

"I want to go back and study, get a job in a company," said Mustafa, the activist from Banias, who was a barber before the uprising and now helps Syrian refugees settle in Lebanon.

He, too, put marriage plans on hold because of the uprising, but is still in touch with his girlfriend whom he hopes to marry someday.

"Perhaps the day after the regime falls," he said, laughing.

A man named Jesse Joe Hernandez was executed in Texas on Wednesday, and among his last words were a shout-out to his favorite football team. Not welcome news for Jerry Jones, I would imagine. From NBC-Dallas Fort Worth:

NFL Commissioner Roger Goodell might allow Sean Payton to coach the Saints while he appeals his season-long suspension for his role in the team's bounties program.

"I said in a letter they have to appeal by April 2, I believe," Goodell said Monday at the owners meetings in Palm Beach, Fla. "If he decides to appeal, I probably will allow him to continue and I would expedite the hearing and I would expedite my decision.

"We did meet twice and went through the information. If he has something else for me to consider, I will."

Payton's agent, Donald Yee, said "no decisions have been made about an appeal" by his client.

"Sean fully supports the league's player safety goals," Yee said. "Given this, he probably won't address the entire league" when he arrives at the owners meetings.

Saints spokesman Greg Bensel said Payton was expected to speak later this week at the meetings. NFC coaches are scheduled to meet the media Wednesday morning. Payton has not addressed the media since the suspension, but has issued two written statements apologizing for the bounty system.

Goodell also is waiting for recommendations from the players' union before punishing any players for participating in the three-year bounty system that targeted opponents for big hits. He has discussed the bounties with NFLPA leader DeMaurice Smith.

Goodell added the league approached the Saints before their playoff game with the Lions in January and warned them to make sure the bounties had ceased. He sent Jeff Pash, the NFL's lead counsel, and Jeffrey Miller, its director of security, to speak with owner Tom Benson.

"The point was to make it clear we had new and credible info and he should make it extremely clear with the game the next day there should be no bounty system in place," Goodell said.

Asked if Payton's punishment was as much for lying to him as it was for the actual bounties program, Goodell told a packed news conference about a pattern of untruths.

"This is a violation of a very serious rule," Goodell said. "We have made player health and safety very clear as a priority. During the process of when this first was raised two years ago, there were denials. They were not forthright and that continued through our investigation.

"This is something with zero tolerance and is not acceptable."

The league's investigation is continuing, Goodell added.

"We will continue to follow on any information we have," he said, "and will look for violations. If we get info, we will follow on it.

"Let's be clear. We discussed it with the clubs today and I think it is fair to say non-contract bonus payments were happening around the league ... and that'll discontinue."

Goodell said the Saints are free to go outside the organization to hire a coach. Payton's assistant head coach is Joe Vitt, who was given a six-game suspension, while general manager Mickey Loomis received eight games. The team was fined $500,000 and lost second-round draft picks this year and next.

Gregg Williams, who as Saints defensive coordinator oversaw the bounty pool, has been suspended indefinitely. He left New Orleans for the same coaching position in St. Louis earlier this year.

Benson continues to back both Loomis and Payton, a person familiar with the situation has told The Associated Press, speaking on condition of anonymity because the Saints have made no announcements about Payton's future.

Bill Parcells said Monday he has not been approached about becoming interim coach of the Saints, but he has spoken to Payton about how to handle the season. The coach who led the New York Giants to two Super Bowl victories is a mentor to Payton, and hired Payton as an offensive assistant in Dallas in 2003.

Goodell termed "inaccurate" reports that one player turned in the Saints in the bounties investigation.

"You're assuming it's a player," he said. "We have several sources on this. We're not disclosing who are sources are."

Meanwhile, new lines of black-and-gold T-shirts which read "Free Sean Payton," and "Free Payton," have hit stores in New Orelans. They are reminiscent of the "Free Edwin Edwards" T-shirts that came out after the popular former governor was convicted in a federal gambling corruption probe.

Players, too, have expressed support for their embattled coach. Starting right tackle Zach Strief has said the Saints owe it to Payton to live up to the standards he has set and win in his honor.

"This season is going to take on an us-versus-the-world mentality," Strief said last week. "This team is going to come together closer than it has ever been and I think that we all feel like we have something to prove. We're going to do our best to make this situation into a positive one."

Should the Saints decide against going outside of the organization to find an interim coach, there are several candidates among current assistants to fill that role. They include offensive coordinator Pete Carmichael Jr., defensive coordinator Steve Spagnuolo and offensive line coach Aaron Kromer.

Spagnuolo is a former head coach, while Carmichael, who called the Saints' offensive plays for much of last season, and Kromer, who has overseen one of the top offensive lines in the league, both have drawn interest in the past year from other teams looking for head coaching candidates.

'Chum Cam' Helps Catalog Endangered Sharks

Scientists have been trying to answer the question of whether marine protected areas, where sharks and their prey are off-limits to fishermen, are indeed home to more sharks than non-protected areas of the ocean.

But how to monitor an environment where humans can spend only a few hours at a time?

Researchers from New York's Stony Brook University solved this problem by setting up 200 baited underwater video cameras, nicknamed "chum cams," to count Caribbean reef sharks?(Carcharhinus perezi) inside and outside marine reserves on a reef in the Caribbean Sea.

Sharks, attracted by the smell of the bait, swam to the cameras, which allowed the research team to record, count and compare shark populations in two marine reserves to those in two areas where fishing is permitted.

Within the protected areas, sharks were caught on film at nearly four times as many camera sites as outside these areas, according to the research, which is published online today (March 8) in the journal PLoS One.

"Although we know that relatively sedentary reef fish and lobsters benefit from marine reserves, this study now presents visual proof that large, active sharks are also dramatically more abundant inside these protected areas, too," Mark Bond, lead author of the study and a doctoral student at Stony Brook University, said in a statement.

Caribbean reef sharks are listed as "near threatened" by the International Union for the Conservation of Nature, an independent body that assesses the conservation status of species around the world. Their dwindling numbers are due to intense fishing, according to the researchers.

Shark populations of many species around the world have declined precipitously in recent decades, many falling victim to the lucrative trade in fins for shark fin soup.

Scientists have been increasingly relying on cameras to count elusive and endangered terrestrial species, such as snow leopards.

"It is just as difficult to count sharks in the ocean, so we took a page from the big cat researchers' playbook and deployed baited video cameras to count the sharks," Demian Chapman, assistant professor at Stony Brook's School of Marine and Atmospheric Science, said in a statement.

"It's only fitting since these large apex predators are the 'big cats' of the sea," he said, "and like their feline counterparts, their continued existence on Earth is threatened."

HTC One X rooted before release with Modaco Superboot

HTC One X

The HTC One X has been rooted before it's official release thanks to Android hacker Paul O'Brien. With his Superboot method, any One X that has S-Off, or has been unlocked via the official HTCDev bootloader tool will be subject to this method, which uses the fastboot protocol to boot an insecure image that automatically loads the files needed for a system-wide root. It's easy, it works well, and should make for a simple way to root your phone once we get the One X in our hands, as long as HTC supports the device at launch with their bootloader tools.

Which is where things get a tad more complicated. Paul developed this method using a phone that was factory S-Off, which we shouldn't count on seeing in the wild. Traditionally, HTC has waited a while before providing access to their bootloader unlocking tool for new models, and without it we won't be able to boot with the Superboot image. Couple this with the different version we'll see here in the states for AT&T and things get a little more complicated. 

As usual, we all appreciate the work Paul does with new phones, and are looking forward to having a fully rooted and unlocked HTC One X in our hot little hands. Let's just hope that HTC supports unlocking the bootloaders in a timely fashion, and that Paul's work helps developers for the AT&T model as well.
